1. Ordinance regulating the characteristics of certain urban elements and service networks

Article 1. Object

The aim of this ordinance is to:

- Establish the requirements for introducing a uniform type of pavement in the municipal area, obligatory on the level of public and private actions.

- Organise water, telephony, lighting and telecommunications wiring installation on plots.

- Unify criteria for building entrances for vehicles.

Article 2. Framework of application

1. Public Administrations and owners of lands or companies or organisations paying for urbanisation or ordinary work are obliged by this ordinance.

2. The urbanisation projects and the ordinary municipal work that affect urban elements must comply with the provisions of the General Municipal Ordinance, the corresponding Partial Plan and the provisions of this ordinance with respect to the works that might affect the drainage, compacting and levelling of lands, roads, the placement of kerbs on roads, water supply and distribution networks, electrical distribution networks and telecommunications wiring.

3. The licence of first use for buildings and facilities is conditioned by compliance, amongst other things, with the requisites of this ordinance.

Article 3. Kerb construction

1. KERB: The kerb will be of T-2 type, in prefabricated concrete, sized according to detail, laid on an H-100 concrete base.

2. CONCRETE SLAB: The concrete slab of the kerb will have an overall gradient of 1.5% towards the street, of dimensions as specified in the project, and will be placed on a base of dry mortar, sand and a layer of H-100 concrete, on a bed of sandy earth compacted 95% PN.

3. GUTTER: The gutter will be formed by prefabricated concrete slabs finished in white, 20*20*4 adhered with mortar on an H-100 concrete base.

Article 4. Electrical installation

It will be planned to install a D/110 mm. PVC pipe on a sand base for passing the installation.

Article 5. Telephony installation

A prism will be installed, formed by two D/63 mm. polyethylene pipes in a base of H-100 concrete. A “D” box will be installed as in the detail.

Article 6. Water installation

The current fibrocement pipe will be replaced by a polyethylene pipe of similar or larger diameter, at a minimum pressure of 10 atmospheres.

Article 7. Vehicle entry construction

Two types of entries are planned, 3.5 metres and 5 metres. They will have to be built with approved prefabricated concrete pieces and be rounded at the ends, according to the attached plan of the cross-section and detail.

Article 8 The plans of the cross-section and details with the technical requisites of each urban element or installation attached hereto, are considered an integral part of it.

Article 9. Establishment of the cable network

1. When the cable telecommunications service is granted to the defined municipality, with certification to allow the service to have the right to establish the necessary infrastructure network, the Town Hall will give the provider a licence for the use of the public domain insofar as this public service requires it.

2. By the authorisation for the occupation and use of the public domain and the urban licence to carry out the work, the telecommunications service provider will be required to set up the cable network in compliance with the urban and technical provisions determined by local planning.

3. The underground channelling of the networks will be established in the administrative preparation and approval of the preliminary project of use and the necessary works.

4. The interests of the municipality of Santa Susanna must be harmonised with the public telecommunications service ensuring the least possible environmental impact, using existing infrastructures as far as possible provided they have been accounted for between the previous use – service galleries, tunnels, drains, parking, etc. and the new service taken into consideration. The change will be authorised, not as a change in the purpose of the good, but rather as the application of a secondary use, provided the infrastructures of the municipality are compatible with one or more uses.
